Sr Project Mgr
The FEP Project Manager is responsible for leading complex, cross‑functional initiatives supporting the Blue Cross Blue Shield Federal Employee Program (FEP). This role ensures successful project delivery through disciplined project management practices, strong stakeholder engagement, and adherence to BCBSA, OPM, and FEHB program governance standards.
The Project Manager organizes, manages, and directs project team activities while ensuring consistent application of PMO standards, tools, and methodologies throughout the project lifecycle. This position requires a data‑driven leader with strong business acumen, the ability to manage regulatory and operational complexity, and the capacity to influence senior leadership through clear, concise, and effective communication.
- Lead FEP‑related initiatives, including system enhancements, regulatory implementations, operational improvements, vendor‑supported solutions, and federal mandate delivery.
- Develop and maintain comprehensive project plans, including scope, schedules, budgets, resource plans, risk registers, and communication strategies.
- Manage project execution across all phases of the System Development Life Cycle (SDLC), ensuring delivery on time, within scope, and within budget.
- Ensure compliance with OPM, FEHB, and BCBSA requirements, including alignment with national program governance, operating guidelines, and audit readiness expectations.
- Partner cross‑functionally with FEP Operations, Claims, Customer Service, Finance, Accounting, Compliance, Legal, and Business Technology Services (BTS) to ensure project outcomes meet operational and regulatory objectives.
- Facilitate release readiness reviews, dependency assessments, and Go/No‑Go decision forums to ensure deployment stability and operational preparedness.
- Identify and manage operational, financial, technical, and regulatory risks, including upstream and downstream data dependencies, and implement mitigation strategies.
- Manage project communications by providing regular status reporting, executive summaries, risk assessments, and issue escalation to leadership and governance bodies.
- Review Change Summaries, Product Documentation, Implementations and Enhancements across integrated application platform to plan roadmap for the upcoming year.
- Collaborate with vendor partners and manage procurement‑related activities, including RFP support, vendor onboarding, contract alignment, and delivery oversight.
- Ensure consistent use of PMO standards, tools, and methodologies, supporting continuous improvement and project delivery excellence.
- Bachelor’s degree in Business, Computer Science, Information Systems, or a related field, or equivalent relevant work experience.
- Minimum of 7 years of progressive project management experience in a large‑scale enterprise or regulated environment.
- Demonstrated experience managing projects within FEP, FEHB, healthcare payer, or federally regulated programs.
- Strong understanding of OPM requirements, federal mandates, and compliance considerations impacting healthcare operations and technology.
- Proven experience managing project financials, including budget development, forecasting, and cost tracking using enterprise project management tools (e.g., Clarity or similar).
- Execution experience in federal and commercial healthcare claims implementation, migration, and operations.
- Demonstrated experience implementing business and functional requirements for APIs (REST, OAuth), X12 transaction sets.
- Experience working with vendor teams and managing procurement processes to support project delivery and compliance.
- Strong proficiency with Microsoft tools, including Microsoft Copilot, Project, Excel, PowerPoint, Teams, and SharePoint.
- Demonstrated ability to effectively engage stakeholders at all organizational levels, including executive leadership.
- Excellent organizational, analytical, interpersonal, written, and verbal communication skills.
