Director, Enterprise IT Architecture - Hybrid (PA/NJ/DE)

Independence Blue Cross (IBC) is seeking an Enterprise Architect & Innovation leader to drive companywide technology strategy, architecture, and governance. In this role, the director will help define the organization’s technology portfolio and roadmap and drive towards an end state that would meet the portfolio needs for all lines of business in IBC.
IBC is looking for a person with a sense of ownership who is comfortable executing and is not afraid to roll sleeves to get the job done. The EA leader will promote the adoption of contemporary cloud eco systems, modern enterprise integrations, advanced application development and data engineering practices, and open-source software. This role also requires significant collaboration with business, technical stakeholders, and external vendors at all levels. The director will have a balanced skill set of deep technical expertise along with soft skills/competencies with an ability to build consensus and iteratively improve solutions across the organization.
This leader is expected to conduct market scans, drive rapid POCs and bring innovative leading-edge solutions to IBC. To thrive in this role, the person should be a self-starter, lead by example, and be able to influence and credibly lead other architects in the organization.
The responsibilities will include:
- Develop technology vision and roadmaps for the organization to meet the business goals
- Design and evolve the EA operating model to suit the business and IT needs
- Own and facilitate the architecture development, support, and review for all the ongoing and future initiatives in the organization
- Act as the chair for the Architecture review board and facilitate the design review sessions for solutions
- Conduct market scans, identify trends, and bring leading technology solutions such as Generative AI, Blockchain, Digital Identity etc. to IBC
- Lead EA team and revitalize it to support next generation of technology and digital programs
- Advice and collaborate with software, data, and cloud engineering disciplines
- Stakeholder Management across Business, IT and Vendor organizations
- Own the new technology decision framework and onboarding process by coordinating with the internal and external stakeholders
- Implement solutions in Public, Private and Hybrid cloud models and ensure that solutions are built for scalability, fault-tolerance, and reliability
- Acts as integrator for IT development, operations and security ensuring that all aspects are accounted for development and secure, reliable post go-live operations
- Document reusable technical patterns and best practices and promote reuse within the organization
- Architect and lead the development of analytical data solutions and products on public cloud such as AWS, GCP or Azure
- Manage the IT Applications Portfolio across the organization
- Balance the long-term vision with the tactical needs of the organization
- Work closely with the Enterprise and Domain architects embedded in engineering teams to jump start and support complex projects
- Groom existing architects and promote hiring of top engineering talent
- Work with directors across portfolio, PMO and Product to influence technical roadmap of enterprise platforms; and help business prioritize work.
Basic Qualifications:
- Bachelor’s Degree in Computer Science or relevant discipline
- At least 10-15 years’ experience across the disciplines of technology, data, solution, enterprise, and business architecture
- 10 - 12 years of experience with creating and implementing enterprise-wide application, data, integration, security, and monitoring strategies
- At least 9+ years of experience of creating architectural blueprints, solution designs and patterns
- At least 10 years’ experience in people development and management
- 7- 8 years of experience with complex architectural patterns (Microservices, Kubernetes, Service Mesh, iPaaS, APIs, event driven architecture, and Domain Driven Design) and data engineering and platforms (data pipelines, streaming, Data Lake, Cloud Data Warehousing)
- 10+ years of experience of working with business leaders on the implications of architectural decisions
- At least 3 years of exposure to AWS, Azure or GCP
- Experience working within a healthcare environment, specifically within a managed care organization, highly preferred
- Understanding of legacy, new, and emerging technologies in the Healthcare/Payor sector
- Executive presence with an ability to engage and present to senior leaders
- Knowledge of frameworks like TOGAF, BIZBOK, ITIL, SAFe etc.
- Excellent written, verbal, communication, and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences.
- Strong leadership skills with exceptional soft and interpersonal skills
- Working knowledge across all project types - waterfall, agile and hybrid
Hybrid
Independence has implemented a “Hybrid” model which consists of Associates working in the office 3 days a week (Tuesday, Wednesday & Thursday) and remotely 2 days a week (Monday & Friday). This role is designated as a role that fits into the “Hybrid” model. While associates may work remotely on our designated remote days, the work must be performed in the Tri-State Area of Delaware, New Jersey or Pennsylvania.
