Government Markets Performance Manager
The Government Markets (GM) Performance Manager will manage efforts aimed at optimizing GM’s overall P&L performance, including interactions with key strategic partners, leadership, providers, vendors and functional areas to optimize their results as part of the GM’s overall performance management efforts. Key performance indicators include Operating Income, MLR (Medical Loss Ratio), Medical Costs, and Operational support.
Responsibilities:
- Partners with Independence’s leadership to understand overall GM Performance Strategy. (i.e. Operating Income goals, Product Strategies, Provider Performance, Medical Costs, Risk and Stars programs)
- Responsible to identify key performance indicators of success for GM P&L and identify owners of KPIs, indicator, programs, and targets
- Work collaboratively across the staff management process whose goal is the attainment of KPIs: Stars, Risk adjustment, Sales and marketing, Contracting (progress to unit cost goals), UM (progress to utilization goals), HVO (progress to cost containment goals), Operations, and FP&A (progress to admin cost goals).
- Manage KPI goals and define benchmarks
- Lead efforts to define Performance Management goals and strategies for GM, including annual and long-term strategic plans for improvement, in-line with Independence’s corporate goals.
- Effectively communicates performance progress, new initiatives, organizational barriers and expectation of results.
- Understand internal and external partners (i.e Shared Services, Tandigm, etc.) organization processes, operations and issues that may impact performance and provide senior leadership with visibility on the potential positive or negative impacts and possible mitigation efforts.
- Hold partners accountable and drive implementation of key elements and engagement to meet performance goals.
- Monitors execution of programs and results to ensure they meet stated goals and objectives. Work Collaboratively with FP&A and other business owners to identify issues and remedial steps. Work in collaboration with FP&A, Strategy and GM to ensure process is coordinated.
- Provides updates and status to senior leadership
- Interprets data findings, identify barriers to improvement and proposes methods for addressing barriers.
- Builds and maintains collaborative partnerships to drive performance initiatives and best practices by promotion of innovation, strategy development and implementation excellence.
- Educate partners on GM Performance metrics and the risks and opportunities to GM P&L. Mobilize and prioritize resources to drive results.
Qualifications:
- Bachelor's degree in Business Administration, Mathematics, Statistics, Finance or relevant field or equivalent work experience.
- Minimum 8 years proven work experience in a business unit necessary or equivalent external work experience required. Demonstrated effective project management skills necessary.
- Knowledge of Medicare, CMS, Risk Adjustment, Part D and Stars
- Knowledge of P&L and corporate financial performance metrics
- Capacity to think strategically and implement tactically to consistently deliver results.
- Demonstrated ability to define business solutions, make decisions, identify problems, coordinate resources and implement changes.
- Must be able to work independently on projects and demonstrate strong and effective leadership skills.
- Demonstrated strong communication and interpersonal skills
- Ability to build effective relationships with cross-functional teams and external stakeholders.
- Must be detail oriented and understand corporate objectives. Ability to follow through on project life cycle while maintaining target deadlines.
- Advanced analytical and problem solving skills
- Ability to work in a multi-task environment, define complex data issues and determine solutions.
- Experience with SQL and understanding of relational databases
- Previous experience corporate financial results and corporate financial analyst functions
- Knowledge of Medicare programs and CMS Risk Adjustment Processes
- Knowledge of Medical and Pharmaceutical Claims processes
- Strong technical knowledge of Microsoft Office Suite, SQL.
