Project Mgr
The role is responsible for organizing, managing, and directing project team activities while ensuring the consistent application of PMO standards, tools, and methodologies throughout the project lifecycle. This position leads complex, large‑scale initiatives and ensures successful delivery through disciplined project governance, stakeholder engagement, and execution excellence.
The incumbent will develop and maintain comprehensive project plans; manage stakeholders, communications, schedules, budgets, risks, issues, and change controls; resolve conflicts; and ensure projects are delivered on time, within scope, and within budget. The role requires a data‑driven leader with strong business acumen and the ability to influence senior executives through clear, concise, and impactful communication.
Key Responsibilities
- Lead large‑scale BlueCard initiatives, including system enhancements, regulatory implementations, ITS updates, and Host/Home Plan operational improvements.
- Direct system enhancements and regulatory changes impacting Financial Reconciliation and Inter‑Plan Management applications, ensuring financial accuracy and compliance with national settlement standards.
- Partner cross‑functionally with BlueCard Operations, Claims Operations, Provider Operations, Accounting, Finance, Billing, and Business Technology Services (BTS) to ensure inter‑plan billing activity reconciles accurately with general ledger journal entries.
- Facilitate enterprise release readiness reviews and Go/No‑Go decision forums to ensure deployment stability, operational preparedness, and risk mitigation.
- Ensure alignment with BCBSA and federal mandates, maintaining adherence to inter‑plan operating guidelines and national program governance standards.
- Develop, maintain, and manage comprehensive project artifacts, including project charters, scope definitions, integrated schedules, budgets, and resource plans.
- Identify operational, financial, technical, and regulatory risks; assess upstream and downstream data dependencies; and implement appropriate mitigation strategies.
- Manage project communications by providing regular status updates, risk assessments, and dependency reporting to executive leadership and key stakeholders.
· Extensive experience collaborating with vendor partners and leading the procurement process, including RFP development, vendor evaluation, contract negotiation, financial oversight, and compliance with organizational procurement policies.
- Ensure consistent application of PMO standards, methodologies, and best practices across all assigned projects.
- Bachelor’s degree in Business, Computer Science, or a related field, or equivalent relevant work experience.
- Minimum of 7 years of progressive experience in a large‑scale development environment, encompassing all phases of the System Development Life Cycle (SDLC).
- Strong understanding of BlueCard programs, with demonstrated experience leading BCBSA NPR Mandate projects.
- Proven experience managing project financials, including development and maintenance of cost plans using enterprise project management tools such as Clarity.
- Extensive experience leveraging Microsoft Copilot and Microsoft productivity tools to support project execution, reporting, and decision‑making.
- Demonstrated ability to effectively interact with and influence stakeholders at all organizational levels, including senior leadership.
- Excellent organizational, analytical, interpersonal, written, and verbal communication skills.
