Mgr Blue Card/Ops Support
Position Summary
The Manager of BlueCard/Ops Support leads a team of Business Systems Analysts responsible for analyzing operational system automated and manual processes, defining business and technical processing requirements, supporting system functionality, and coordinating cross-functional solution delivery. The role serves as a key connector between operational stakeholders, technical teams, and external system vendors—translating operational needs into clearly defined business and technical changes, ensuring updates are accurately implemented, validated, and compliant with organizational, Blue Cross Blue Schield Association (BCBSA), and Federal Employee Program (FEP) requirements.
Key Responsibilities
• Lead and develop a team of Business Systems Analysts focused on operational analysis, requirements management, and business/technical solution support.
• Oversee project planning activities including scope definition, resource allocation, timeline development, and success metrics working closely with the PMO.
• Manage the lifecycle of business and technical updates, including requirements definition, testing, validation, and production deployment—across operational system platforms and processes.
• Serve as a liaison between business operations, technical teams, governance groups, and technical platform vendors including BCBSA and FEP to ensure alignment of system behavior with business needs.
• Partner with internal departments and external vendors to ensure compliance with operational, BCBSA, and FEP policies.
• Support enterprise and program-level releases by performing impact assessments and identifying required system and/or process updates.
• Develop business requirements, test scenarios, and validation criteria for new or enhanced system functionality.
• Participate in system and/or operational checkout activities during production deployments to ensure functionality, accuracy, and readiness working closely with internal and external IT teams.
• Troubleshoot and resolve production issues related to operational workflows and system behavior by reviewing exceptions, data outputs, and process execution.
• Identify opportunities to streamline workflows, improve accuracy, reduce manual effort, and enhance business/technical alignment.
• Analyze trends, errors, and operational exceptions to recommend corrective or preventive actions.
• Collaborate with technical teams to enhance business rules, monitor operational controls, and support automation and process optimization.
Required Qualifications
• Bachelor’s degree in Computer Science, MIS, Business, Operations Management, or related field.
• 8+ years of experience in business systems analysis, information technology, operations management, or similar business/technical roles.
• 5+ years of supervisory or team lead experience.
• Strong analytical and problem-solving skills with the ability to translate business needs into technical requirements or system changes.
• Effective communication, documentation, and project management skills.
• 5+ years BlueCard and FEP processing experience preferred.
• PMP accreditation is a plus.
